This Request for Proposals (the “RFP”) is an invitation by the Corporation of the Town of Newmarket (the “Owner”) to prospective Proponents to submit non-binding proposals for consulting services to perform an administrative and service delivery review as further described in detail in Part 4 – Scope of Work, (the “Deliverables”.) The Owner has applied for provincial funding under the Audit and Accountability Fund program in order to retain a 3rd party consultant to conduct an administrative and service delivery review of its levels of service, methods of delivery, and administrative processes through a continuous improvement framework. The goal of the service delivery review is to identify ways to reduce costs and realize efficiencies through modernization opportunities that do not result in involuntary job losses. This project will review administrative and service delivery processes across Newmarket’s Commissions to compare and analyze the best practices in other mid-sized municipalities (and the broader ‘MUSH’ sector and private sector where appropriate) to provide actionable and feasible recommendations for implementing cost savings/efficiency opportunities. This review will employ a continuous improvement framework, which means the levels of service currently offered to Newmarket’s residents should, at a minimum, be maintained, if not improved, with the final consultant report providing cost savings/efficiency recommendations for service delivery and administrative modernization. This review will advance Newmarket Council’s 2018-2022 Strategic Priorities, specifically the pillar of Financial Sustainability. As such, the recommendations should be developed with a clear understanding of the ‘mid-sized’ composition of Newmarket as a municipality and should take affordability of implementation into account when structuring specific recommendations. Insofar as levels of service for residents are maintained, if not improved through the continuous improvement framework, it will be essential for the consultant to interview Newmarket’s senior staff, with particular attention paid to the existing levels of service, which shape resident experiences. The recommendations should also not result in involuntary job losses, and instead focus on efficiency and effectiveness improvements. In accordance with Section 3.6, this RFP is non-binding. The evaluation process as described in Part 2, as well as the execution of the work as described in Part 4, is contingent on the Owner successfully obtaining grant funding under the province of Ontario’s Audit and Accountability Fund program. Should the Owner receive the said grant funding, the Owner also reserves the right to determine which of the proposed review areas described in Part 4 it will have the successful proponent complete. |
