This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of Newmarket (the “Lead Municipal Agency”) on behalf of the Town of Aurora, Town of East Gwillimbury, Town of Georgina, Town of Whitchurch Stouffville, Township of King and Town of Newmarket (the Participating Municipal Agency’s) to prospective proponents to submit proposals for External Audit Services as further described in Part IV of the RFP Particulars being (the “Deliverables”). In accordance with Section 3.6, this RFP is non-binding.

The Selected Supplier(s) will be required to provide for the following:

Annually auditing of accounts and transactions of the awarded Participating Municipal Agency and its local boards and libraries and expressing an opinion on the financial statements of these bodies based on the audit. This should consider internal controls related to accounts and transaction and consider that this will be achieved in combination of interim and final audit; and 

Performing related duties required by the municipality or local board, as may be required. Specifically included will also be all related audit and certification work required by various federal and provincial ministries, including but not limited to any Audit Report on Compliance with Agreements, Statutes, and Regulations. 

The responsibilities of the external auditors will be limited to the expression of an opinion on the financial statements and will not include accounting work, preparation of financial statement, notes or schedules, or any other non-audit responsibilities. Should these be required, they will be discussed separately from the formal audit. 

Additional services (such as sales or other tax advice) may be required from time to time; however, this type of work is not part of this proposal. 

The group of N6 municipalities does not guarantee that the Supplier(s) awarded the External; Audit Services contract will be asked to perform any services for the Participating Municipal Agency’s beyond the Audit Services specifically requested in this proposal.

In the case of the Town of Newmarket, the internal auditor and external auditor are expected to have a clear line of communication that is used by both parties.
